WHEREAS, Sexual exploitation of children occurs in our county and state which
includes but not limited to pedophilia, gender transition/reassignment (with
surgical mutilation of minors), human trafficking, pornography and prostitution;

WHEREAS, Many schools do not recognize that the responsibility of parents and
legal guardians for their children preempts students’ privacy and fail to give
parents and guardians full disclosure nor require their written permission before
any counseling, health care services, outside referrals or materials with sexual
content are distributed to their students;

WHEREAS, HB 2002b passed and signed into law by Governor Kotek on July
24, 2023 encourages grooming of children for exploitation by allowing abortion,
sterilization, irreversible sex-change treatments and surgeries without
knowledge of parents or guardians, as well as removing it as a crime for minors
to conceal the dead bodies of their aborted or deceased babies;

WHEREAS, the US Department of Health and Homeland Security on April 18,
2023 stated they lost more than 85,000 illegal and unaccompanied children
crossing our Southern border;

WHEREAS, The Interstate 5 corridor is known throughout the US as The Human
Trafficking Corridor from Mexico to Canada with Portland a known hub at I-5
and I-84;

WHEREAS, Portland, Oregon is ranked 2nd following Las Vegas, Nevada for
greatest number of children found forced into prostitution per US State
Department Persons Trafficking Report, 38 (2017); and

WHEREAS, In Polk County, like many counties in Oregon, much of our business
comes from labor intensive agriculture, a known market for trafficking of labor
and sex trafficking that usually accompanies it;

NOW, THEREFORE, BE IT RESOLVED, That Polk County Republican Central
Committee actively and strongly oppose all forms of child sexual exploitation
and trafficking; and

BE IT FURTHER RESOLVED, That we affirm a phrase from the film, The Sound
of Freedom, “God’s children are not for sale.”
